We have an exciting opportunity to join our Office of Chief Compliance BSS. The International Compliance Manager serves as a member of the City of Hope Ethics and Compliance Department and is a leader within City of Hope’s research compliance program. Reporting to the System Director, Research Compliance, the International Compliance Manager provides critical regulatory oversight of City of Hope’s international compliance programs, including but not limited to research security and export controls programs, and assists with designing, implementing, and maintaining research standards of conduct in accordance with all applicable laws, regulations, and best practices. The Manager is also responsible for responding to research security and export controls compliance-related inquiries including investigations, corrective action plans, monitoring, and improvement activities, and using judgment and expert knowledge to escalate issues to the System Director, Research Compliance. The Manager supports the System Director, Research Compliance, in the implementation of the research security and export controls programs. Additionally, the Manager manages the day-to-day operations of the International Compliance Program, including implementation and review of international visitors and international travel programs. The International Compliance Manager keeps open lines of communication with other departments including the Office of Sponsored Research, Clinical Trials Office, Clinical Trial Support Services, Information Security, Human Resources, Laboratory Research Protections, Office of Technology Transfer, Research Contracting, Office of General Counsel and various levels of staff regarding research issues. The Manager must stay up to date with the emerging changes of the regulations related to both research security and export controls. Individual must possess excellent judgment, attention to detail, strong writing and verbal communications skills, and be able to make critical decisions based on data analysis and a strong understanding of the legal and regulatory requirements applicable to clinical and basic science research.
As a successful candidate, you will:
- Implements, manages and administers the regulatory programs related to research security compliance, including an export controls program. Assists System Director with the conduct of research security inquiries and investigations. Implements and manages international business travel review program. Manages the International Compliance Coordinators and/or Specialists.
- Manages and administers the research security compliance education and outreach efforts of the Research Compliance Program. Serves as a department liaison with other departments to facilitate research security compliance training and outreach activities and coordinate outreach efforts and obtain COH workforce feedback on outreach activities.
- Acts as a resource for research security compliance and export controls related inquiries, including receipt, evaluation and follow up. Gathers information and data needed to make decisions and provide expert advice.
- Leads compliance committees and provides expert advice to research regulatory committees, as needed, and leads special projects relating to the area of expertise as requested. Leads projects involving data management using database tools.
- Develops and maintains departmental policies and procedures.
- Maintains current knowledge of the application of federal and state laws, regulations and policies relevant to area of expertise such as, Export Administration Regulations, International Traffic and Arms Regulations, Office of Foreign Assets Control Sanctions programs, National Security Presidential Memorandum 33, CHIPS and Science Act, DOD policies on Research Security, PHS policy on Research Security, PHS policy related to data sharing, PHS policy related to Other Support and Foreign Components, DOE policies on Research Security, PHS policy related to Conflict of Commitment, DOJ Final Rule – “Preventing Access to Americans’ Bulk Sensitive Personal Data and United States Government-Related Data by Countries of Concern”.
Your qualifications should include:
- Bachelor’s degree.
- 8 years of experience in research compliance, preferably in a large academic medical center, or related experience in a similar field.

Pay Rate: $50.24 - $83.91 / hour
