Job Description

Position Purpose

  • The CSC Lead provides leadership in Market to the GSC organisation (Logistics, Demand Planning, Deployment Planning, Inventory Management and S&OP) with full accountability for the successful continuity of supply in support of revenue and service targets as well as company reputation.
  • She/he defines and continually updates strategies and plans to improve these key drivers of success, establish local performance objectives and operational changes and communicate these drivers to regional and global leadership to ensure optimal market understanding and support. Actively and aggressively engage in local market supply and delivery issue management, escalating appropriate issues to regional and global GSC management in time to ensure necessary remedial actions.
  • She/he establishes& actively manages strong performance based relationships with local Business Unit (BU) leadership, clearly negotiating and defining service level expectations for that market per business unit.  Build a network based working and support relationship with any other PGS organizations which may exist in that country.
  • She/he drives GSC management system and continuously improve performance levels in line with established objectives.   Provide appropriate performance metrics including the GSC balanced Scorecard, utilizing these metrics to tune and direct organizational performance.

 

Key GSC drivers for Success/Market leader accountabilities

Commercial and PGS relationships

  • Accountable for establishing appropriate professional partnerships, service agreements and communication processes with all in-market Business Unit (BU) leaders and teams, Global Supply Chain (GSC) regional and global teams, Pfizer Global Supply (PGS) manufacturing sites, external suppliers and PGS operating units to ensure continuously improving market supply and delivery chain performance service levels and objectives are achieved in alignment with approved budget.
  • Where agreed, participate on local BU leadership teams, bringing logistics and supply expertise and knowledge to the teams and to the key initiatives in the market. 
  • Continuously improve Business Unit relationships and satisfy agreed service levels.
  • Provide a single PGS point of contact for BUs in the country. Serve as key liaison between the LSP, local business units, regional and global logistics and supply functions and PGS manufacturing sites. 
  • Implement and align with established GSC operating strategies including, but not limited to: Transportation Management, Information Management, Platform Services, Compliance, etc.
  • Implement and Lead Sales and Operations Planning (S&OP) and Stable Supply processes with each BU, with appropriate participation from BU leadership and teams, and key PGS supplying plants and teams. 

GSC Management System and Performance

  • Accountable for the achievement of agreed / budgeted service levels and operating expenses while performing in a secure and compliant manner.
  • Define and update the Market Transformation and operational strategic plan, in alignment with regional and global strategies and imperatives
  • Continuously improve performance levels and people/organizational capabilities of GSC and other in-market teams, working with local and regional logistics /supply colleagues and external service providers
  • Ensure development, implementation, monitoring and reporting of the GSC Balanced Score Card (BSC) and relevant performance metrics (KPIs) in compliance with established GSC and PGS guidelines. Define and achieve performance objectives and targets to satisfy BU, GSC and PGS strategic objectives, monitored through GSC´s BSC and KPIs
  • Establish and support local and regional GSC Operational Review Meetings.  Monitor, analyze and improve performance trends for al BSC metrics and KPIs, analyze root causes, define and implement improvement plan
  • Lead the above areas in partnership with and supporting non-PGS In-Market teams where GSC does not have full accountability for all key drivers of success

Organization Management

  • Responsible for the development and leadership of an engaged team of colleagues performing in an appropriate work environment.
  • Define and update the Market Excellence Market Action Plan
  • Continuously improve performance levels and people/organizational capabilities of GSC and other in-market teams, working with local and regional logistics /supply colleagues and external service providers
  • Ensure development, implementation, monitoring and reporting of the GSC Balanced Score Card (BSC) and relevant performance metrics (KPIs)
  • Lead local and regional GSC Operational Review Meetings.  Monitor, analyze and improve performance trends for al BSC metrics and KPIs, analyze root causes, define and implement improvement plan

Demand and Supply Management

  • Lead and / or continuously improve the Demand Planning/Forecasting process for all locally distributed finished products coordinating activities of Demand Management resources, Marketing, Sales, Regulatory, Finance and other BU functions, including development of statistical forecasts, leadership of Brand Forecast Review Meetings, and ensuring alignment of unit and financial forecasts
  • Drive and or continuously improve the supply planning process for finished goods with internal and external suppliers and GSC regional and global teams, including defining and aligning planning parameters and policies, Supply Chain Agreements, and managing or monitoring master production schedules with internal or external supplying plants
  • Monitor and ensure product supply, drive communication and issue resolution process with BUs, GSC and PGS constituents.
  • Develop and guide planning for product lifecycle activities (new launches, line extensions, generic launches, label changes, discontinuations, loss of exclusivity, etc) securing achievement of business objectives, service levels, costs and working capital requirements
  • Lead the above areas in partnership with and supporting non GSC In-Market teams where GSC does not have full accountability for all key drivers of success

Logistics Operations

  • Develop and achieve operating budgets seeking continual process and cost improvement.
  • Accountable for the planning, organizing, directing and compliant management of all finished goods import and local market logistics related activities  in accordance with Pfizer policies and local market legal requirements.
  • Ensure a compliant, cost effective, fast and flexible customs and importation process.  Manage relation and monitor performance of local customs brokers / service providers. 
  • Responsible for performing local network analysis solutions to support business strategies.
  • Monitor the LSP’s operational performance and compliance against agreed service levels and implement required corrective actions when necessary.

Asset Management

  • Achieve inventory and asset management goals and objectives, with precise analysis on performance / deviations. Drive continuous optimization of inventory assets / working capital.
  • Responsible for the development of annual inventory budget.
  • Minimize inventory write-offs.  Monitor and manage inventory shelf-life/expiry dates, and actively improve processes to avoid obsolescence write-offs.
  •  Work with the LSPs to assure inventory accuracy is maintained via execution of cycle counts, annual physical inventory activities, analysis and reconciliations.

Financial

  • Responsible for the development of GSC annual budget and financial forecasts
  • Monitoring and control of expenses to achieve budget and service levels
  • Identification and implementation of cost improvement projects (CIPs), related to local GSC Logistics & Supply operations while maintaining efficiency and performance levels.
  • Perform landed cost analysis, partner with other PGS and GSC teams to drive total cost improvements.
  • Periodically benchmark logistics and Supply operations with other Pfizer markets and regions and with other local companies to identify opportunities.

Organization: Talent Management & Development

  • Responsible for the development of the annual budget process, maintaining control of expenses and identifying opportunities for cost improvements (CIP) related to OPEX while maintaining efficiency and performance levels.
  • Responsible for the effective Leadership of an engaged team of colleagues performing in an appropriate work environment and for the related training and individual development plans, performance management, talent and succession planning, and other human resources processes while ensuring compliance with required regulations and practices.
  • Responsible for attracting, recruitment, retention of talent and coaching of colleagues in the team
  • Actively seek out training & development assignments for individuals who are capable of advancing to other positions with broader responsibilities in accordance with Pfizer career and talent development programs
  • Responsible for the enhancement of the engagement of team members and collaborate with the peer managers and directors to implement the agreed upon plan of action

Resources Managed

  • Management of the local GSC team.
  • Management of full in country GSC budget and expense, including Operational Expenses and significant spend with LSPs on warehouse leasing, contractors and transport.
  • Participates in Regional Supply & Logistics Operations Leadership Team

Education

  • Bachelor degree in Engineering, Business Administration, Logistics Management, Operations Management or Supply Chain Management. In larger locations a Masters degree preferred. 
  • Incumbent must be fluent both written and verbally in English and Japanese.
  • APICS and/or Lean/six sigma training or certifications desirable.

Key experiences & qualifications

  • Proven ability to work in a complex international matrix organization.   Strong team work orientation required.  Ability to work effectively in an environment of competing priorities.  Must have demonstrated consultative, influencing, analytical, strategic thinking, and problem solving skills.  Strong oral and written communication, and presentation, data analysis and PC skills are required.  Ability to interact and build effective relationships at all levels of the organization and across geographies is imperative
  • 8-10 years of combined Supply and Logistics management experience is required in the below areas, working in the Pharmaceutical, FMCG, electronics, automotive, retail or other industries where understanding and alignment of final customer requirements with sales, marketing and finance, and with local and international suppliers of goods and logistic/transportation services is necessary:
  • Commercial relationships:  +2 years experience in partnering with commercial teams, understanding requirements and supporting supply & logistics business needs. Leadership or participating in S&OP processes with Sales, Marketing, Finance and other business functions. 
  • People management: Experience managing small/medium teams needed for large market operations.

Additional experience in the following areas is valued, In larger locations, these will be required.  Incumbent will be expected to acquire and further develop experience in these areas as part of his/her on-the-job development plan

  • Understanding of pharmaceutical industry regulatory processes, artwork management and product lifecycle changes
  • Understanding of pharmaceutical manufacturing operations and end to end global product flows
  • Continuous improvement:  Leadership of cost, operations and business improvement projects for Logistics & Supply processes.
