The Senior Manager of Data Compliance & Security reports to the Health Care Policy (HCP) Department Data Manager. They will work with highly confidential regulated healthcare data from the Centers for Medicare and Medicaid Services (CMS) and other healthcare settings, including institutional providers, health insurers, and state or federal agencies. These acquired data form the foundation for HCP’s data centers and research projects. This position will take the lead to provide technical support on the organization, management, and optimization of HCP’s data warehouse for CMS and other sensitive data.
The Senior Manager will take a leadership role in developing policies related to data security and compliance, which includes training and support to faculty research teams at HCP. This role has high visibility at HMS and must continually acquire knowledge as data security and compliance policies evolve. They will be involved with school-wide efforts to minimize data compliance risks to the University.
Of critical importance is the head gatekeeper role for the HCP secured regulated Center for Healthcare Data Analytics (CHDA) environment at the Markley Data Center. This role ensures all download requests meet data use agreement cell suppression and deidentification requirements. It also requires high-level knowledge of multiple statistical package methods and output formats and the ability to train other gatekeepers. The gatekeeper is client focused and may require off-hour responsibilities to handle urgent requests in the evenings or weekends.
The Senior Manager will develop and provide data security and compliance training to faculty research teams, doctoral students, fellows, and non-Harvard research collaborators. They will advise researchers and faculty on data management, data security, and compliance best practices and as well as impacts of Harvard, state, federal, and data provider policy changes on working with sensitive research data. In addition, they maintain the metadata for the data repository in the CHDA environment. This position serves as the primary knowledge expert for HCP data resources and data analysis software, supporting a diverse client-base of faculty, biostatisticians, analysts, post-doc/fellows, and students.
They will help develop new business processes for onboarding, offboarding, and transitional roles within HCP. They will collaborate closely with HMS leadership teams in this space. This position has high visibility in the department and HMS and will impact the future direction of research data at HCP.
- Performs extract, transform, and load (ETL) processes for research identifiable files from Centers for Medicare and Medicaid Services (CMS) data. Work may include creating project-specific analytic data sets from the master data resources.
- Leads the HCP gatekeeper team that reviews all output from the CHDA regulated data environment for cell suppression and personal health information to ensure compliance with DUA requirements.
- Supports faculty research goals with use of highly confidential research data including curation and linking of public use files with the CMS data.
- Provides orientation and training for users of the regulated environment.
- Collaborates with HCP IT and HMS IT to ensure HCP server environments meet or exceed the Harvard data security level 4 requirements and CMS data management plan provisions.
- Maintains user group collaborations through internal websites and Microsoft Teams.
- Develops the HCP onboarding and offboarding business processes, including enhancements to the Microsoft Power Apps HCP database applications.
- Must be able to communicate clearly with both technical and non-technical staff about data security, compliance, and complex data structures and provide understandable recommendations, visualizations, and written reports.
- Minimum of two years’ post-secondary education or relevant work experience
Additional Qualifications and Skills
- Masters' degree in quantitative field preferred
- Four (4)+ years of relevant experience in data management, data governance, and/or statistical analysis. Relevant graduaate work may count towards experience.
- Intermediate to advanced proficiency using SAS and SQL to manage a complex repository of data sets
- Knowledge or experience using Stata , R, and Python a plus
- Three (3) + yearss' experience managing individually identifiable and high-risk confidential data Experience working with large datasets, understanding different file structures, relational databases, and able to transform into analytic sets from research specifications
- The ideal camdidate will have a strong quantatative background and experience working with large medical claims data sets, e.g., Centers for Medicare and Medicaid Services (CMS) claims or BCBS insurer claims
- Demonstration of strong analytical, organizational, and task management skills Ability to handle confidential information with high discretion
- Understanding of data compliance policies and regulations (e.g., HIPPA) related to working with medical claims data, electronic health records, and other sensitive personal health information. Strong PC skills expected in use of Microsoft products, especially Teams, Sharepoint, and Excel Exoperience developing applications and workflows with Power Apps and Power Automate is a plus
- Apptitude for and interest in acquiring new skills and learning new software/programming languages to support research teams evolving needs
- Strong interpersonal and communication skills, both written and verbal. Comfortable with knowledge sharing among both technical and non-technical research staff
- Customer service experience demonstrating a client-focused, results-orientated attitude is a plus Ability to work independently while finding solutions to problems in collaboration with multiple faculty-based research teams
Additional InformationThis position is based in Boston and some in-person on-campus work will be required, and flexible/remote work is an option. Any remote work must be performed in a state in which Harvard is registered to do business (CA*, CT, GA, IL, MA, MD, ME, NH, NJ, NY, RI, VA, VT, and WA).
